Parivahan Sewa App & Portal: Digital Vehicle Services

‘Parivahan Sewa’ is an online portal and app launched by the Ministries of Road Transport and Highways (MoRTH) for the digitisation of the vehicle recall process. With the help of the Parivahan Sewa App and online portal, citizens of India can get a Driving Licence (DL), E-challan, Vehicle Registration Certificate (RC), etc, in just a single click without having to manually visit RTO offices several times. Plus, Parivahan Sewa also grants services for obtaining a Passport, Aadhaar card, and other documents.

The main aim of Parivahan Sewa is to automate all RC and DL related activities with the introduction of smart technology to manage issues like interstate transport vehicle movement and to standardise RTO policies and procedures across the country to ensure correct and timely availability of information. Besides, Parivahan Portal strives to improve the quality of service provided to citizens of India and to improve the working conditions of the RTOs.

How to pay taxes through the Parivahan Sewa app/portal?

In India, road tax is charged equally for both private and commercial motor vehicles. Every individual who purchases a new vehicle needs to pay the road tax to the State government and Central government of India to develop and maintain the country’s road network. For instance, commercial motor vehicles need to pay state taxes while entering another state.

Earlier, vehicle owners had to manually pay the road tax at the check posts situated on the boundaries of a state. With the Parivahan Sewa App/ Portal, commercial vehicle owners can now pay the road tax online.

The process for the check-post or road tax online payment is as follows:

Step 1: Visit the Parivahan Sewa App or Parivahan Sewa Portal maintained by the MoRTH.

Step 2: Tap on the ‘Online Services’ tab and select the ‘Check Post Tax’ option.

Step 3: Select the ‘Tax Payment’ option.

Step 4: Choose the state from the ‘Select Visiting State Name’ option. Then choose ‘Service Name’ from the drop-down menu, and then click on the ‘Go’ button.

Step 5: Insert your ‘Vehicle Number’ on the ‘Border Tax Payment’ application page and proceed to ‘Get Details’. Some of the details will be filled in automatically.

Step 6: Fill in the missing details.

Step 7: Tap on the ‘Calculate Tax’ button to calculate the amount of tax you need to pay and click on the ‘Pay Tax’ button to make the payment.

Step 8: Select the payment gateway and tap on the ‘Continue’ button.

Step 9: After the payment is successful, it will redirect you to the ‘Check Post’ page.

Step 10: Click on the ‘Print Payment Receipt’ option next to the ‘Tax Payment’ option to get the digital printout of your receipt

Checking and clearing fines on the Parivahan Sewa app/ portal

Paying fines and challans on Parivahan Sewa App or Portal is a very easy process. You can pay the issued fine in the following manner:

Step 1: Visit the ‘E Challan Parivahan’ page and tap on the ‘Online Services’ option on the top left of the page.

Step 2: Click on the ‘Check Challan Status’ option from the drop-down menu.

Step 3: Insert your ‘Challan Number’ or ‘Registered Vehicle Number’ or ‘Driving Licence Number’. Type the captcha and tap on ‘Get Details’.

Step 4: Your E-challan status will appear under the challan status row. Tap on the ‘Pay Now’ button under the payment section.

Step 5: Choose the mode of payment to pay the fine.

Step 6: After completing the payment, a confirmation message will be sent to your registered mobile number along with the transaction ID.

Vehicle Registration Certificate/ Driving Licence Certification and Status Check on the app/ portal

After completing the registration procedure and driving test, you can check the application status online in the following manner:

Step 1: Visit Parivahan Sewa App/ Portal

Step 2: Tap on the ‘Online Services’ and choose the ‘Driving Licence Related Services’ option.

Step 3: Choose the state where the Driving Licence application is submitted from the ‘Select State Name’ option.

Step 4: The chosen state’s transport department page will appear on the screen.

Step 5: From the multiple options on the page, select the ‘Application Status’ option and proceed to the next stage.

Step 6: Insert the ‘Application Number’, ‘Birth Date’, ‘Captcha’ and tap on the ‘Submit’ button.

After clicking on the submit button, the Parivahan DL application status will appear.

The procedure to check the Registration Certificate after applying for the RC of the vehicle on the Parivahan Sewa App/ Portal is as follows:

Step 1: Visit the Parivahan Sewa App/ Portal.

Step 2: Tap on the ‘Online Service’ tab on the homepage, and choose the ‘Vehicle Related Services’ option.

Step 3: On the ‘Select State’ menu, choose the name of the state from where the Registration Certificate application was submitted.

Step 4: Tap on the ‘Vehicle Registration’ option and enter your registered vehicle number, choose the ‘State RTO’ from the drop-down menu, and tap on the ‘Proceed’ button.

Step 5: A page with multiple options will appear. Tap on the ‘Status’ option and select the ‘Know Your Application Status’ option.

Step 6: Insert the ‘Registration Certificate Application Number’, ‘Captcha’ and tap on the ‘Submit’ button. Then tap on the ‘View Report’ option. The page will display RC application details and their status.

Applying for a Fitness Certificate

You can apply for a Fitness Certificate online on the Parivahan Sewa App/Portal, but to complete the process, the owner of the vehicle needs to visit the RTO. Following is the procedure to apply for a Vehicle Fitness Certificate.

Step 1: Visit the Parivahan Sewa App/Portal.

Step 2: Tap on the ‘Online Services’ tab on the homepage and choose the ‘Vehicle Related Services’ option.

Step 3: Tap on the ‘Registration Number’ option and insert the vehicle registration number. Choose the ‘State RTO’ from the drop-down menu, and tap on the ‘Proceed’ button.

Step 4: The chosen state’s transport department page will appear.

Step 5: Choose the ‘Apply for renewal of Fitness certificate/ Re-apply for Fitness certificate after being failed’ option.

Step 6: Insert the ‘Registration Number’, ‘Mobile Number’, and last five characters. Complete the OTP procedure and tap on the ‘Submit’ button.

Step 7: Go through the details and choose the relevant option for the new vehicle fitness certificate application or for the renewal of the fitness certificate and proceed to choose the appointment slot at the RTO.

Step 8: Tap the button for fees payment and choose the relevant category for the payment of fees online or at the RTO.

Step 9: If you click on the online payment option, the payment gateway page will appear, and you can proceed to the payment online.

Step 10: Once the payment of the fee has been successful, download or print the copy of the payment receipt and give a copy of it to the RTO.

Applying for NOC

If a person moves or shifts to another state or sells his/her vehicle to a resident of another state, then that person must apply for a No Objection Certificate (NOC). Following is the procedure for NOC certificate application:

Step 1: Visit the Parivahan Sewa App/Portal.

Step 2: Tap on the ‘Online Services’ tab on the homepage and choose the ‘Vehicle Related Services’ option.

Step 3: Tap on the ‘Vehicle Registration Number’ option and insert the registration number. Choose the ‘State RTO’ from the drop-down menu, and tap on the ‘Proceed’ button.

Step 4: The chosen state’s transport department page will appear with multiple options.

Step 5: Choose the ‘Application for No Objection Certificate’.

Step 6: Insert the ‘Registration Number’, ‘Mobile Number’, and last five characters. Generate the OTP, verify it, and click on the ‘Submit’ button.

Step 7: Update your ‘Insurance Details’, choose the state where it is registered and where it needs to be transferred to.

Step 8: Choose the reason for the NOC certificate from the options and insert the ‘Transferee Name’.

Step 9: Upload all the required documents systematically and choose an appointment slot at the RTO.

Step 10: Tap on the button to calculate the fees and choose the relevant option for making the fee payment online or at the RTO.

Step 11: If you choose the online payment option, the payment gateway page will appear, and you can proceed with the payment online.

Step 12: After the completion of the fee payment, download or print the copy of the payment receipt and submit one copy of the payment to the RTO.

1.  Are Parivahan Sewa Portal and mParivahan App developed by the government?

Yes. Parivahan Sewa Portal and Parivahan Sewa App are developed by the State and Central Government of India. These offer a plethora of features from virtual RC and DL registration to application of insurance certificate and NOC.

2.  Is Parivahan Sewa App valid in India?

Yes. Parivahan Sewa App is valid in India. The Parivahan DL and RC available in digital format on the app are also considered to be a valid document under the Motor Vehicles Act,1988.

3.  When was the mParivahan Sewa App launched?

The app was introduced by the Minister of Road Transport and Highways, Mr Nitin Gadkari, in January 2017.

4.  Can I retrieve my application number in case I forget it?

Yes. You can retrieve your application number from the app/portal by following the below process:

  • Select state and state code
  • Select RTO name
  • Enter your details as required and click on the ‘Submit’ button

5.  Can I cancel my Parivahan DL test appointment?

Yes. The Parivahan DL (Driving Licence) test can be cancelled by the applicant from the portal by simply entering the credentials.
